The New York State Animal Population Control Program, managed by the ASPCA on behalf of the New York State Department of Agriculture and Markets, aims to offer low-cost spay/neuter services. This grant program focuses on supporting:

  • Co-pay, voucher, or similar programs to facilitate access to services.
  • Infrastructure improvements and capital expenditures, including mobile clinic vehicles and related costs.
  • Organization and implementation of spay/neuter events or programs.
  • Payroll and expense assistance for hiring new staff like veterinarians, veterinary technicians, or other personnel.
  • Expansion, implementation, and sustainability of High-Quality, High-Volume Spay/Neuter (HQHVSN) programs.
  • Projects that provide low-cost spay/neuter services, either directly or indirectly, to designated beneficiaries.
  • Training costs for staff and veterinarians in techniques for low-cost spay/neuter within HQHVSN programs, adhering to the ASPCA's Grants vs Expenses Policy.
