The California Governor's Office of Emergency Services (Cal OES) aims to provide funding and support for communities to implement mitigation activities that significantly reduce the risk to life, property, and infrastructure from natural hazards, furthering resilience against emergencies such as wildfires, earthquakes, droughts, extreme heat, floods, and other natural disasters as specified in the State Hazard Mitigation Plan.

By focusing on infrastructure enhancements, the program seeks to create safer environments for both providers and recipients of abortion-related and reproductive healthcare services. Additionally, it prioritizes support for facilities serving socially vulnerable populations, including those in rural areas, low-income households, individuals with limited English proficiency, immigrants, LGBTQ+ communities, and persons with disabilities, ensuring more equitable access to necessary healthcare services.
