The State Water Resources Control Board seeks to preserve, enhance, and restore the quality of California’s water resources and drinking water for the protection of the environment, public health, and all beneficial uses, and to ensure proper water resource allocation and efficient use, for the benefit of present and future generations.
The Site Cleanup Subaccount Program (SCAP) is designed to support projects that address and remediate the adverse effects of contamination on surface water or groundwater, with the ultimate goal of protecting human health, safety, and the environment. This program, established by Senate Bill 445 (Hill, 2014), prioritizes projects that pose a significant threat to human health or the environment, affect disadvantaged or small communities, offer cost and environmental benefits, lack alternative funding sources, and meet other considerations of the State Water Board.
