Scholarly research
Scholarships, camper fees, fellowships or travel
Passenger vans for youth transport
National or international organizations
Hospitals and health-care facilities (with specific exceptions)
Projects or services normally government responsibility
Specific municipal entities for projects (considered on a case-by-case basis)
Private schools, daycares, or academies not for special needs students
Capital campaign requests over 5% of campaigns over $1 million.
