Maine Department of Agriculture, Conservation and Forestry (DACF) is Maine's support center for many land-based natural resource interests, including farms and forestry-related businesses, outdoor recreation, and public access to parks and public lands.

Overview

The Recreational Trails Program (RTP), administered by the U.S. Department of Transportation's Federal Highway Administration (FHWA), aims to provide funds to states for the development and maintenance of recreational trails and trail-related facilities for both motorized and nonmotorized uses. Funding guidelines mandate that 30% of allocations support motorized trail recreation, another 30% for non-motorized trail uses, and the remaining 40% for projects promoting diverse trail use. Eligible projects can range from maintenance and rehabilitation of existing trails, development of trailside and trailhead facilities, to the construction of new trails and improvement of access for persons with disabilities. The program supports both small-scale projects with grants up to $50,000 and large-scale projects with one award up to $120,000 per funding stream, including diverse, non-motorized, and motorized categories. Additionally, Safety/Environmental Education Grants are available but are prioritized for trail training initiatives, capped at $5,000. The program emphasizes projects that link to existing networks, serve diverse user groups, address landowner concerns, enhance tourism and economic development, and provide significant use levels, among other goals.

  • Projects must be open to the public without limitations
  • RTP Development grants will not exceed 80 percent of a project’s total cost or the grant cap, whichever is less
  • RTP Acquisition grants will not exceed 50% of the acquisition cost for a project’s direct property costs or the grant cap, whichever is less
  • The RTP grant is a reimbursement grant, requiring applicants to be able to pay project costs in full prior to reimbursement
  • Applicants must provide at least 20% match for development and safety/environmental education grants
  • At least 50% match is required for acquisition projects
  • Eligible costs include engineering/design, administrative costs, employee salaries for project work, consultant/contractor services, supplies and materials, signs and interpretive aids, construction and maintenance on trails, bridges, railings, ramps, fences, retaining structures construction, bank stabilization, re-vegetation, erosion control, trailhead/side development (parking, restrooms, etc.), land or permanent easements acquisition, equipment rental

Planning without actual trail development
Road construction, sidewalks, gardening/landscaping, parks or park equipment, sprinklers, or campgrounds
Construction of motorized recreational trails on land recommended for Wilderness designation
Upgrading non-motorized trails for motorized use where prohibited or not previously occurring
Construction/improvements within road right-of-way
Funding staff/intern positions not related to RTP-funded projects
Expenses for food, promotion, advertising, fundraising
Facilities ornamental without direct trail benefit
Lodging (except Maine Conservation Corps)
Clothing
General overhead costs
SEP projects to local sponsors.
