The Naval Research Laboratory's grant program is aimed at funding innovative proposals with potential for significant advancements and improvements across various technical areas as outlined in their Broad Agency Announcement (BAA). This program is designed to competitively select research proposals of high merit based on scientific review. It emphasizes the importance of both the technical approach and the cost-effectiveness of proposals. Educational Institutions, Small Businesses, Small Disadvantaged Business Concerns, Historically Black Colleges and Universities, and Minority Institutions are encouraged to participate.
