The United States Army Medical Research Acquisition Activity (USAMRAA) is the contracting and assistance agreement element of the United States Army Medical Research and Development Command (USAMRDC) and provides support to the Command headquarters and its worldwide network of laboratories and medical logistics organizations as well as other non-USAMRDC customers.
The grant program guided by DHAPP seeks to establish and enhance HIV/AIDS prevention, care, and treatment interventions within military communities abroad. It emphasizes creating tailored approaches based on the unique HIV/AIDS situations in each country’s military, promoting long-term capacity for ownership and behavioral change, and leveraging successful strategies from country partners. The program prioritizes military sector support and ownership; development of action plans and policies for epidemic control; alignment with PEPFAR and national strategies; expansion of testing and treatment to meet the 2020 and 2030 goals; comprehensive care and treatment plans utilizing the “Treat All” approach; reduction of mother-to-child transmission; implementation of combination prevention for various populations; stigma and discrimination reduction; effective program monitoring; strengthening of HIV data collection systems; and promoting sustainability through capacity building of military partners. Integration with local partners is encouraged to ensure sustainability and effectiveness.
