Overview

The Emergency Watershed Protection Program (EWP) is designed to provide technical and financial assistance to local communities for addressing imminent threats to life and property caused by natural disasters such as floods, fires, and windstorms that impair watersheds. The program facilitates interventions without requiring disaster declarations from federal or state governments, allowing local NRCS State Conservationists to declare watershed emergencies and start assistance swiftly in coordination with eligible sponsors. Activities supported include debris removal from water channels, erosion control, repair of damaged drainage and levee systems, establishment of vegetative cover on eroding lands, and the purchase of floodplain easements. Furthermore, the program includes an option for landowners to apply directly for assistance through floodplain easements, where NRCS may purchase these easements voluntarily from landowners to reduce property damage threats and protect floodplains, offering full fair market value and covering restoration costs.

  • Lands must have been damaged by flooding at least once within the previous year or have been subject to flood damage at least twice within the previous 10 years
  • Other lands within the floodplain that would contribute to restoration of flood storage and flow, erosion control, or improve the management of the easement are eligible
  • Lands that would be inundated or adversely impacted as a result of a dam breach are eligible

Entities addressing the same structural issue or practice 3 times within 10 years
Entities seeking funds for existing operation and maintenance
Those looking to repair, rebuild, or maintain transportation facilities, utilities, or similar facilities
Projects aiming to restore projects installed by another federal agency
Entities wanting to repair nonstructural management practices
Entities seeking to repair coastal erosions to beaches, dunes, and shorelines, including those along the Great Lakes
Entities whose recovery measures are eligible for the Emergency Conservation Program offered through the Farm Service Agency (FSA).
