To conserve Virginia's natural and recreational resources
The Local Connection program, through the Department of Conservation and Recreation (DCR), supports local parks and recreation departments by providing funding, expertise, and training to enhance public lands. Since 1967, it has facilitated the acquisition of over 50,000 acres for parks and recreation across more than 400 parks statewide, allocating over $133 million in combined state and federal funds while generating over $300 million in local matching contributions for park development and preservation. The Virginia Recreational Trails Program (RTP), part of this initiative, focuses on building and rehabilitating trails and related facilities through an 80-20 matching reimbursement model. This program draws on Federal Highway Administration and FAST Act funds, supporting diverse trail projects for non-motorized, motorized, and mixed-use activities. Funding eligibility extends to government entities and registered nonprofits partnered with a government body, with project selection spearheaded by a competitive application process and guided by the Virginia Recreational Trails Program Advisory Committee.
