The mission of the Appalachian Regional Commission (ARC) is to innovate, partner, and invest to build community capacity and strengthen economic growth in Appalachia to help the region achieve socioeconomic parity with the nation.
ARC’s Area Development program focuses on “bottom up” economic development in Appalachian communities, working alongside state governments to devise impactful investments. The program prioritizes investments in critical infrastructure, such as water and wastewater systems, transportation, and broadband, along with business and workforce development efforts—spanning entrepreneurship, education, food systems, and leadership. This initiative aligns with ARC's strategic plan, Appalachia Envisioned, which was developed through extensive community engagement to identify and address the region's economic needs and opportunities.
