California's Department of Resources Recycling and Recovery aims to protect California’s environment and climate for the health and prosperity of future generations through the reduction, reuse and recycling of California resources, environmental education, disaster recovery and the transition from a disposable to a fully circular economy.

Overview

The GHG Reduction Loan Program is aimed at supporting the development or expansion of facilities designed to process organic waste, such as composting and anaerobic digestion sites, and to assist facilities that convert fiber, plastic, or glass waste materials into beneficial products. The program's objectives are aligned with the California Global Warming Solutions Act (Assembly Bill 32), aiming to reduce methane emissions from landfills, cut down greenhouse gas emissions through improved upstream resource management and manufacturing processes, support disadvantaged communities by upgrading or developing new facilities that decrease GHG emissions, enhance air and water quality, and generate employment opportunities. As part of California Climate Investments, this loan program provides financial assistance for recycling manufacturers to purchase machinery and equipment, addressing landfill diversion mandates and promoting a Circular Economy within the state.
