Overview

The DCF awards grants, including Community Impact Grants, to nonprofits working toward building opportunity and advancing equity in Delaware. These grants are designed to meet the state’s most pressing needs. Highmark’s BluePrints for the Community fund, also administered by DCF, offers quarterly grants focusing on health-related projects and priorities like increasing healthcare access for underinsured populations, reducing health disparities, supporting child and youth health initiatives, recruiting/training healthcare professionals, and tackling social determinants of health. Organizations can request funding ranging from $51,000 to $250,000 for specific programs or projects within a funding cycle, with a separate Small Grants program for requests of $50,000 and under.

  • Projects must be health-related and can involve partnership with community-based and/or minority-led organizations
  • Allowable Costs: Salary (with restrictions), Consultant fees, Materials and supplies, Printing, Travel expenses, Indirect costs (not exceeding 10% of total costs)

Ineligibility

Organizations seeking salary costs for existing full-time staff (with exceptions)
Entities planning construction, alteration, or maintenance of facilities not essential to the project
Those applying for dues for organizational membership in professional societies
Applicants proposing awards for individuals
Providers requesting payment for billable services by physicians or other professionals
Requests for permanent equipment not essential or available elsewhere
Applicants wanting to purchase educational materials from non-BCBSD sources when comparable materials are available from BCBSD.
