Applicants conducting annual campaigns
Costs incurred before grant approval
Seeking endowments
Covering general operating expenses such as current staff salaries, rent, utilities, office supplies (however, new staff salaries for new programs or enhancements are eligible)
Multi-year funding requests
Covering operating or program deficits
Re-granting (case-by-case)
Religious organizations not applying through a qualified 501(c)(3) for community programs
Seeking loans, scholarships, fellowships, honorary awards
Individuals
Public School Districts and private schools (including booster clubs and associations)
Organizations with overdue reports from previous grants.
