  • Grants to religious institutions are considered if the program is primarily secular or civic in nature, any religious activity is incidental and not funded by the grant, and serves participants without limitation to religion or creed
  • Grants to private schools (excluding institutions of higher education) are considered if the activity is nonreligious, the institution is non-sectarian, equipment purchased catalyzes a new program, the Foundation is not the sole funding source, and the program serves the disadvantaged or handicapped
  • Supports arts that ensure artistic diversity and quality, offering challenge grants or partial funding for broad community support
  • Recreational projects require significant neighborhood and community financial support and maximum use of existing facilities, with evidence of ongoing maintenance capacity
  • All contingency grants are held for no longer than one calendar year before contingency must be met

Organizations for operating expenses (except occasionally for short-term support of key agencies or programs in financial jeopardy)
Projects intended to subsidize previously accrued operational deficits or debt for capital items or repairs
Annual community celebrations in Carroll County

Conferences or recognition dinners
Organizations for endowment funds (except in special cases where the endowment is a designated fund in The Carroll County Foundation).
