Overview

The State Water Implementation Fund for Texas (SWIFT) offers affordable, ongoing financial support for projects included in the state water plan, aiming at developing and optimizing water supplies at cost-effective rates. The program supports diverse water management strategies, including conservation, reuse, desalination, infrastructure development like pipelines, reservoirs, and well fields, as well as water rights acquisition. SWIFT encourages projects that benefit rural communities, agricultural water conservation, and reuse strategies. Financing options provided include low-interest loans, deferred loans, and board participation with no maximum funding limit, up to a 30-year repayment period, and additional subsidies for certain projects. Multi-year commitments help entities manage large-scale, long-term projects efficiently.

  • Project included in the approved 2021 Regional Water Plan for their region
  • Project must also appear as a recommended strategy in the 2022 State Water Plan
  • Projects must have an associated nonzero capital cost
  • Must complete an Infrastructure Financing Survey
  • Adoption of a water conservation and drought contingency plan is required for entities receiving assistance greater than $500,000
  • Financing Agreement and Private Placement Memorandum required
  • Historically Underutilized Business (HUB) reporting
  • Compliance with U.S. Iron and Steel requirements, except for projects with a SWIFT program funding commitment before May 1, 2019
  • Reservoir funding must be segmented or phased; permitting required before construction commitment
  • Board Participation limited to funding of excess capacity portion and up to 80% of total project costs
  • Review of legislative requirements regarding water loss threshold limits
