The mission of the California Department of Housing and Community Development is to promote safe, affordable homes and strong vibrant communities across California. HCD helps to provide stable, safe homes affordable to veterans, seniors, young families, farm workers, tribes, people with disabilities, and individuals and families experiencing homelessness.
The Housing Plus Support Program (HPSP) aims to provide a comprehensive solution for individuals and families facing homelessness or on the verge of homelessness. It is a five-year program with the prime objectives of achieving housing stability and financial stability for participants before the program ends. The program specifically seeks to invest in California's most vulnerable populations to ensure they are less likely to need further assistance for preventing homelessness and housing instability in the future. HPSP provides funds to non-profit supportive service providers and Tribal Entities for offering a range of services including housing case management, housing navigation, time-limited rental assistance, and supportive services to those who are homeless, at risk of homelessness, fleeing or attempting to flee abuse, temporarily or emergency assisted to prevent homelessness, or facing severe cost burden.
