The broad goals include aiding in the costs of services and medications, follow-up care from surgery complications, and, as a last resort, euthanasia. Priority is given to services provided by Veterinarians affiliated with specific humane and no-kill organizations, and the process involves the issuance of a voucher for use at a veterinary clinic of the pet owner's choice.
