Overview

The Drinking Water State Revolving Fund (DWSRF) Loan Program aims to support water infrastructure projects that help communities meet drinking water standards. It offers year-round funding for projects included in the DWSRF Intended Use Plan, providing financial assistance for a variety of purposes such as correcting water system deficiencies, upgrading or replacing water systems, consolidation projects, purchasing capacity or water systems, and implementing green and source water protection projects. The program offers below-market interest rate loans and principal forgiveness, with specific percentage reductions on interest rates for Equivalency and Non-Equivalency projects. For State Fiscal Year 2024, at least $435 Million in funding is available, including $95 Million in principal forgiveness, supported by annual appropriations and the Infrastructure Investment and Jobs Act of 2021 (IIJA).

  • Projects serving a population of 1,000 or fewer eligible for up to 100% principal forgiveness ($400,000 maximum)
  • Entities can receive up to 15% forgiveness for green projects if the project's eligible components total 30% of its cost
  • Urgent need projects may qualify for 100% principal forgiveness ($500,000 maximum, $800,000 for disadvantaged communities)
  • Eligible projects include planning, design, acquisition, and construction to correct or upgrade water systems, consolidate systems, purchase capacity or other systems, implement green or source water protection projects, and refinance under limited scenarios
