The grant program under the Agriculture Improvement Act of 2018 (2018 Farm Bill) is designed to support historically underserved farmers and ranchers. This includes social groups that have been either underserved by or subject to discrimination in federal policies and programs. The program specifically identifies and assists four groups: beginning, socially disadvantaged, veteran, and limited resource farmers and ranchers. It aims to offer increased financial assistance for conservation practices, dedicated conservation funding, and access to advance payments for implementing these practices. To qualify under the "Beginning Farmer or Rancher" category, an individual must not have operated a farm or ranch for more than 10 consecutive years and must materially and substantially participate in its operations.
