The grant program, under the Agriculture Improvement Act of 2018 (2018 Farm Bill), is designed to address the unique circumstances of historically underserved producers, which include beginning, socially disadvantaged, veteran, and limited resource farmers and ranchers. The program offers increased financial assistance for conservation practices, dedicated funding, and access to advance payments for implementing these practices. Provisions are available within USDA programs for those who fit the definitions of historically underserved groups. Socially disadvantaged groups are defined based on racial or ethnic prejudice, including American Indians or Alaskan Natives, Asians, Blacks or African Americans, Native Hawaiians or other Pacific Islanders, and Hispanics.
