Priority is given to projects that offer innovative responses to community needs, likely improve the quality of life for many, focus on prevention as well as treatment, develop self-reliance and leadership, encourage volunteerism, help nonprofits in management and financial efficacy, reduce service duplication, foster cooperation, and assist the disadvantaged.
