The HWLF's mission is to support the rights of and enhance the welfare of women and children across the State of Hawaii. It aims to grow its endowment through fundraising activities and events while distributing funds to Hawai‘i organizations that align with its mission.
The grant program seeks to fund a variety of local efforts that provide women and children in Hawaii access to legal systems, health services, and educational opportunities. Grants are distributed bi-annually and prioritize projects benefiting women and children, with particular encouragement for applications from Neighbor islands. While typically awarding "micro" grants ranging from $500 to $5,000, HWLF avoids funding operational expenses, preferring project-based awards or those that can help organizations kick-start their funding sources. The primary criteria for funding include improving access to the legal system, reducing child and domestic violence, increasing financial independence, and enhancing health, education, and welfare for women and children.
