It seeks to accomplish this by building community endowment, effecting significant impact through grantmaking, and providing leadership on key community issues.

The Portland Foundation Winter Grant invites applications from new or existing charitable organizations or community agencies in Jay County. The grant focuses on proposals that directly tackle Jay County’s charitable needs. Supported areas include start-up costs for new programs, one-time projects or needs, and capital needs that go beyond an applicant organization’s capabilities and means.
