The Drinking Water State Revolving Fund (DWSRF) program supports public water systems by financing the cost associated with drinking water infrastructure projects. These projects are essential for achieving or maintaining compliance with Safe Drinking Water Act (SDWA) requirements and uphold the human right to water. Eligible planning costs include the preparation of feasibility studies, project reports, plans and specifications, engineering and environmental documents, capital improvement plans, and other expenses like legal fees, environmental review, technical, managerial, and financial (TMF) assessments, water rate studies, as well as the drilling of test wells.
