Overview

The County-wide and Regional Funding Program by the State Water Board aims to support counties or eligible entities in implementing regional initiatives that tackle drought-related and contamination issues impacting state small water systems and domestic wells. This program is designed for the benefit of disadvantaged communities (DACs) and low-income households. Fund recipients are tasked with the management and implementation of these projects, with reimbursement from the State for eligible costs. The primary goal is to fill existing regional program gaps, especially outside the San Joaquin Valley, providing crucial drinking water improvements.

  • Assistance provided to state smalls serving a Disadvantaged Community (DAC), defined as having less than 15 service connections or 25 yearlong residents
  • Supports domestic wells serving a DAC
  • Assists small DAC public water systems, including schools
  • Can address drought and contamination issues for public water systems, under the condition that public systems only be included if they need county support for urgent drought response
  • Targets communities with a median household income (MHI) less than 80% of the statewide annual MHI
  • Considers households disadvantaged if within a community with MHI less than 80% of the statewide MHI, having income below 200% of the federal poverty level or 80% of the statewide MHI, or participation in low-income programs like CARE
  • Income qualifications may be waived during large-scale emergencies
  • Eligible project types include community outreach, domestic well testing, interim solutions (bottled water, tanks and hauled water, kiosk filling stations), and long-term solutions (well repairs/replacements, limited-scale consolidation, POU/POE installation, and maintenance)
